OLATHE, Kan. – July 8, 2004 – NIC (Nasdaq: EGOV) Chief Executive Officer Jeff Fraser has been named one of seven Ernst & Young Entrepreneur Of The Year Award winners for the Missouri-Kansas region. The awards, which were announced on June 23 in St. Louis, honor outstanding entrepreneurs for their vision, leadership, and achievement.

Fraser was singled out for his efforts to use technology to help governments deliver services more effectively to businesses and citizens.

As co-founder of NIC, Fraser is a pioneer in forming effective public-private partnerships with state government. After signing a contract with the state of Kansas in 1992, Fraser deployed a unique self-funded business model that allowed the state to put in-demand services online for the benefit of its constituents – all at no upfront cost to taxpayers.

NIC now uses this self-funded solution to operate official government Web sites and build online services for 16 states and five local governments, including Virginia, Indiana, Utah, Maine, and Indianapolis. The company has built more than 1,000 interactive services that make renewing a driver's license, filing taxes, or registering a business as easy as checking e-mail.

Under Fraser's leadership, NIC has grown into a $50 million company that employs more than 275 people in 21 states.

Winners were selected by an independent judging panel of local community and business leaders. Fraser is now eligible for the Ernst & Young Entrepreneur Of The Year 2004 national program, which will be announced in November in Palm Springs, California.
