NIC’s government partners win eight of 10 spots in the 2007 Best of the Web competition

OLATHE, Kan. – December 6, 2007 – eGovernment services provider NIC (Nasdaq: EGOV) saw its state partners garner the lion’s share of awards in the 2007 Best of the Web competition, with eight states in the top 10 and six earning Digital Government Achievement Awards. The awards recognize the best eGovernment Web sites and online services in the United States. Olathe-based NIC puts government services online and manages official state Web portals under exclusive contract with 21 states.

“Today’s citizens demand that government serve their needs with the same speed and ease as Amazon.com or eBay,” said Cathilea Robinett, executive director of the Center for Digital Government. “NIC meets that challenge by developing and disseminating best practices and innovative services from 21 states, which is like having 21 R&D labs working on the next generation of online solutions.”

NIC partners won four of the top five awards:

First place: Utah (http://www.utah.gov)
Second place: Maine (http://www.maine.gov)
Third place: Virginia (http://www.virginia.gov)
Fifth place: Kentucky (http://www.kentucky.gov)

NIC’s partners also won four of the five finalist honors, including Alabama (http://www.Alabama.gov), Arkansas (http://www.Arkansas.gov), Nebraska (http://www.Nebraska.gov) and Tennessee (http://www.Tennessee.gov).

“This speaks volumes about the ongoing vision of our state partners,” said Harry Herington, president of NIC. “They made the choice to build the best Web sites and offer the most advanced online services. It takes visionary partners to bring it all to life.”

The Center for Digital Government, an international research and advisory institute on the use of information technology in government, conducted the 2007 Best of the Web competition. Now in its 11th year, Best of the Web evaluates government Web sites based on their innovation, Web-based delivery of public services, efficiency, economy, and functionality. Representatives from the Center for Digital Government and officials from the 2006 Best of the Web-winning state and local governments served as judges for the 2007 competition.

In another part of the Best of the Web competition, the Center for Digital Government also awarded its 2007 Digital Government Achievement Awards. This national program recognizes outstanding agency and department Web sites and applications that enhance information interactions, transactions, or services.

In the government to business category, the Utah Department of Public Safety’s Driver’s License Division won for ValIDate (https://secure.utah.gov/dlvalidate/), its identity verification service. The Arkansas Secretary of State’s office was a winner for its Franchise Tax Suite (https://www.ark.org/sos/franchise/index.php). Honorable mention went to Rhode Island’s Department of Business Regulation for its liquor label registration service (https://www.ri.gov/DBR/liquor/login.php).

Under the government-to-citizen category, the Utah Department of Commerce won for the State Construction Registry (http://utah.gov/cnr/) offered by its Division of Occupational and Professional Licensing.

In the government-to-government category, Hawaii won for its Electronic Death Registration System. Nebraska earned an honorable mention for its State Agency Proposed Rules and Regulations Tracking and Email Notification System. Tennessee also received an honorable mention for its Integrated Criminal Justice Portal (http://tennesseeanytime.org/tncrim/app/login.html).
