Harry Herington:   Herington is Chairman of the Board and CEO of NIC and former head of the company's portal operations. Also a former eGovernment portal executive in Kansas and Georgia, he speaks on a range of technology, policy, and strategy issues affecting eGovernment at the federal, state, and local levels.

William "Brad" Bradley:   Brad Bradley is Chief Operating Officer & General Counsel for NIC and led a group of volunteers that developed the self-funded public-private partnership model with the state of Kansas in 1990. Bradley has been called "the father of eGovernment" and is a former portal executive in Kansas, Nebraska, and Indiana. He speaks on the strategy, policy, and legal implications of building a successful eGovernment infrastructure.
