- Harry H. Herington
Chairman of the Board & Chief Executive Officer
MR. HERINGTON is Chairman of the Board and Chief Executive Officer of NIC. Mr. Herington joined NIC in 1995 and worked closely with NIC founder Jeff Fraser to migrate NIC's first state government partner, the state of Kansas, and other states from dial-up systems to the new medium of the Internet. In 2000, Mr. Herington was named Executive Vice President of Portal Operations with oversight over NIC-managed state and local operations. Mr. Herington was promoted to Chief Operating Officer in September 2002, a role that gave him day-to-day responsibility over all of NIC's business lines. Mr. Herington was appointed President of NIC in May 2006, and was also appointed to the NIC Board of Directors in October 2006. In February 2008, he was
named Chief Executive Officer and became Chairman of the Board in May 2008. Mr. Herington currently serves as a director of Connected Nation, a non-profit organization that is expanding broadband access in underserved areas. He holds a B.A. from Wichita State University and a J.D. from the University of Kansas School of Law. Prior to joining NIC, Mr. Herington was the Associate General Counsel for the League of Kansas Municipalities.
- Art N. Burtscher
Lead Director
MR. BURTSCHER has served as one of NIC's directors since August 2004 and was appointed Lead Director in February 2008. Mr. Burtscher is chairman of McCarthy Group Advisors, L.L.C., an Omaha-based investment advisory firm. For 13 years, he served as president of Great Western Bank. Mr. Burtscher also serves as a director of NovaStar Financial, Great Western Bancorporation, Great Western Bank, Amerisphere Multi-Family Finance, L.L.C., Landscapes Unlimited, Inc., and the Silverstone Group, an independent insurance agency.
- Daniel J. Evans
Director
GOVERNOR EVANS has served as one of NIC's directors since November 1998 and is the chairman of and has served as a consultant for Daniel J. Evans Associates, a Washington consulting company, since May 1989. He served as a U.S. Senator from September 1983 to January 1989 and the Governor of the state of Washington from January 1965 until January 1977. Governor Evans also currently serves as a director of Flow International, a water jet cutting company; Western Wireless Corporation, a wireless communications company; COSTCO, a retailer, and Cray Computer, a computer manufacturing company. Governor Evans holds a B.S. and an M.S. in civil engineering from the University of Washington.
- Ross C. Hartley
Director
MR. HARTLEY, one of NIC's founders, has served as one of our directors since it was formed. From its incorporation to March 1999, Mr. Hartley served as Vice President of Marketing of Kansas Information Consortium, Inc. Mr. Hartley was President of The Hartley Insurance Group, a group of Independent insurance agencies in Kansas, from 1974 to 2000. He also serves on the board of directors of the Empire District Electric Company, an investor-owned electric utility company that is based in Joplin, Missouri. Mr. Hartley holds a B.S. in mathematics from Baker University in Baldwin City, Kansas, and a J.D. from the University of Kansas School of Law.
- Alexander C. Kemper

MR. KEMPER is the chairman of the board of Kansas City-based The Collectors Fund, a private equity fund focused on alternative asset classes. He founded Perfect Commerce and served as chairman and chief executive officer from 2000 to 2006. Before founding the company, Kemper was the chairman of the board and CEO of UMB Bank, N.A. and CEO of UMB Financial Corp., a Nasdaq-traded financial services company with assets of more than $8 billion. He is an active angel and venture investor and currently serves on the corporate boards of UMB Financial Corp., Efficient Finance, SipVine and SCD Probiotics.
- William M. Lyons
Director
MR. LYONS is the former president and CEO of American Century Companies, Inc., a Kansas City-based investment manager. Mr. Lyons also served as the company's COO, general counsel, and a member of the board of directors. At the time of his retirement, total assets under management were slightly in excess of $100 billion. Prior to joining American Century in 1987, Mr. Lyons was a corporate and securities attorney with McCutchen, Doyle, Brown & Enersen, San Francisco, California and a law clerk to Judge Mary M. Schroeder of the United States Court of Appeals. Mr. Lyons is a director of Morningstar, Inc. (MORN), a publicly-traded company based in Chicago. Mr. Lyons holds a bachelor's degree in history from Yale University and a law degree from Northwestern University School of Law.
- Pete Wilson

GOVERNOR WILSON has served as one of NIC's directors since July 1999. Governor Wilson served as Governor of the State of California from 1991 until 1999. Prior to serving as Governor of California, Governor Wilson served in the U.S. Senate for eight years, representing the State of California. He has also served as Mayor of San Diego, California. Governor Wilson is a member of The Irvine Company board of directors and is on the Thomas Weisel Partners board of advisors. He received his undergraduate degree from Yale University and his J.D. from Boalt Hall (University of California at Berkeley). After graduating from Yale, Governor Wilson spent three years in the U.S. Marine Corps as an infantry officer.
